See, this is an easy fix: - Remove shootouts & just let 3v3 continue until a winner is decided - Remove OT from the "ROW" tie breaker, effectively making regualtion wins the primary tiebreaker
Then re-design the point system however. I prefer 3 for a win, 2 for an OTW, 1 for an OTL, and 0 for a L, but we can also just do straight wins & losses if you prefer. As long as we make it so every game is worth the same amount of points.
I think the 3-2-1-0 system works well. You might run into teams playing extra conservative in regulation if they want to secure at least one point, not wanting to walk away empty handed. But that's already happening today, so what does it matter?

20pts pts for regulation win 4pts for OT win 3pt for SO win 2pt for SO loss 1pt for OT loss 0pts for regulation loss
That should stop teams from playing safe in regulation time.
